It's a very old program. JASC is out of business. It was a nominal purchase item when it was available. Try a search and see if you might find an old repository for it
How does this just show up on my computer? I have Jasc Paint Shop Pro versions 7,8 and 9. Also animation Shop 3.1. It never was there before.

The software has been developed by the ones who released Jasc Paint Shop Pro as well and most likely it was installed on your PC through the Jasc Paint Shop Pro as a standalone application or a module that complements the functionality of the mentioned product. If you don't need it, go to Start and type Uninstall a program. Select the software in the list and remove it, but be careful as you might remove other Jasc products as well if they share the same uninstaller.
If you encounter issues with the uninstall procedure, Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system.
